Separate sealed Bids, for furnishing all materials, labor, tools, equipment and appurtenances necessary for the construction of Sidewalk Additions along Drayton Street, Park Street, Vanderhorst Street and Chalmers Street will be received Owner at the Winnsboro Town Hall located at 207 North Congress Street, Winnsboro, South Carolina until 2:00 pm on May 14, 2026 and then at said place be publicly opened and read aloud.

The Project consists of the following major elements:

Installation of approximately 3,342 LF of standard 5’ wide sidewalk, rough grading, fine grading, stormwater structures, piping, asphalt patching, sediment and erosion control, grassing, and other miscellaneous and related items.

The Instructions to Bidders, Bid Form, Contract Agreement, Plans, Specifications, and forms of Bid Bond, Performance Bond, Payment Bond and other Contract Documents may be examined at the following locations:

Winnsboro Town Hall: Winnsboro, SC
HPG and Company, Consulting Engineers, Inc.: Columbia, SC

Contract documents and plans may be obtained from HPG and Company, Consulting Engineers, Inc., 1627 Richland Street, Columbia, SC 29201. Bidding documents will be provided via a digital download method.

Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of South Carolina. The Bid Bond shall be in the amount of 5 percent of the Bid.

No Bid will be considered unless the Bidder is legally qualified under the provisions of the South Carolina Contractor's Licensing Law.

The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid.

No Bidder may withdraw his Bid within 60 days after the date of the Bid opening.

The Owner reserves the right to reject any or all Bids and to waive any informalities.

This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All applicable federal CDBG requirements will apply to the contract. All contractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President’s Executive Order No. 11246 and Executive Order No. 11375, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must also comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, 40 CFR 33.240, and the Build America, Buy America Act (BAP), as imposed by the Build America, Buy America Act (BABA), enacted under Division G, Title IX of the Infrastructure Investment and Jobs Act (IIJA, Pub. L. No. 117-58), signed into law on November 15, 2021. Bidders must also make positive efforts to use small and minority owned businesses and to offer employment, training, and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract.
