Separate sealed Bids, for furnishing all materials, labor, tools, equipment and appurtenances necessary for the construction of the Mill Village Water Line Replacement, Chestnut Street Area will be received by the Owner at the Winnsboro Town Hall located at 207 North Congress Street, Winnsboro, South Carolina until 2:00 pm on March 24, 2026 and then at said place be publicly opened and read aloud.
The Project consists of the following major elements: replacement of approximately 3,322 LF of 6-inch water main, cased bores, valves, hydrants, fittings, relocation and reconnection of services, and other miscellaneous and related items.
The Instructions to Bidders, Bid Form, Contract Agreement, Plans, Specifications, and forms of Bid Bond, Performance Bond, Payment Bond and other Contract Documents may be examined at the following locations:

HPG and Company, Consulting Engineers, Inc.: Columbia, SC
Contract documents and plans may be obtained from HPG and Company, Consulting Engineers, Inc., 1627 Richland Street, Columbia, SC 29201. Bidding documents will be provided via a digital download method.
Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of South Carolina. The Bid Bond shall be in the amount of 5 percent of the Bid.
No Bid will be considered unless the Bidder is legally qualified under the provisions of the South Carolina Contractor's Licensing Law.
The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid.
No Bidder may withdraw his Bid within 60 days after the date of the Bid opening.
The Owner reserves the right to reject any or all Bids and to waive any informalities.
This project is being funded in whole or in part by the Community Development Block Grant (CDBG) Program. All Federal CDBG requirements will apply to this contract. Bidders on this work will be required to comply with Executive Order No. 11246 and Executive Order 11375, which prohibits discrimination in employment regarding race, creed, color, sex or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Copeland Anti-Kickback Act, the Contract Work Hours & Safety Standards Act and 40 CRF 33.240, and the Build America, Buy America Act.
Bidders must also make positive efforts to use small and minority owned businesses and to offer employment, training, and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract.
