Separate sealed Bids, for furnishing all materials, labor, tools, equipment and appurtenances necessary for the construction of Water Treatment Plant Improvements, Chemical Feed Additions-PAC (Carbon) will be received by the Owner at the Winnsboro Town Hall located at 207 North Congress Street, Winnsboro, South Carolina until 2:00 pm on June 14, 2023 and then at said place be publicly opened and read aloud.
The Project consists of the following major elements:
Installation of a self-contained powder activated carbon feeder system, bulk PAC storage building, piping, electrical, instrumentation, and other miscellaneous and related items.
The Instructions to Bidders, Bid Form, Contract Agreement, Plans, Specifications, and forms of Bid Bond, Performance Bond, Payment Bond and other Contract Documents may be examined at the following locations:
Winnsboro Town Hall: Winnsboro, SC HPG and Company, Consulting Engineers, Inc.: Columbia, SC
Copies of Contract Documents and plans may be obtained from the office of HPG and Company, Consulting Engineers, Inc., 1627 Richland Street, Columbia, SC 29201 upon a non-refundable payment of $100.00 for each set. Mailing address must be provided to ensure prompt delivery.
Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of South Carolina. The Bid Bond shall be in the amount of 5 percent of the Bid.
The project is being funded through the State Revolving Fund and Bidders must comply with all applicable state and federal requirements identified in the Bid Documents including Davis Bacon and American Iron and Steel Provisions.
No Bid will be considered unless the Bidder is legally qualified under the provisions of the South Carolina Contractor's Licensing Law.
The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid.
No Bidder may withdraw his Bid within 60 days after the date of the Bid opening.
The Owner reserves the right to reject any or all Bids and to waive any informalities.
