Separate sealed Bids, for furnishing all materials, labor, tools, equipment and appurtenances necessary for the construction of Water Treatment Plant Improvements will be received by the Owner at the Lynchburg Town Hall located at 81 Magnolia Street, Lynchburg, South Carolina until 2:00 p.m. on March 5, 2026 and then at said place be publicly opened and read aloud.

The Project consists of the following major elements:
Modifications to Well No. 1 to include acid cleaning, new drop piping, discharge piping modifications, rehab of two existing pressure iron removal vessels including re-painting interior and exterior, replacement of filter underdrain systems with new media, installation of replacement chemical feed systems, repainting of filter piping system, new filter backwash control system, new plant control panel, replacement sodium hypo feed system with fiberglass building, pumps and tank, new caustic feed system with fiberglass building, pump and tank, renovation of existing chemical room, repainting exterior of existing 300,000 gallon elevated tank, electrical, instrumentation, and other miscellaneous and related items.

The Instructions to Bidders, Bid Form, Contract Agreement, Plans, Specifications, and forms of Bid Bond, Performance Bond, Payment Bond and other Contract Documents may be examined at the following locations:

Lynchburg Town Hall: Lynchburg, SC
HPG and Company, Consulting Engineers, Inc.: Columbia SC

Contract Documents and plans may be obtained from the office of HPG and Company, Consulting Engineers, Inc., 1627 Richland Street, Columbia, SC 29201. Bidding documents will be provided at no charge via a digital download method.

Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of South Carolina. The Bid Bond shall be in the amount of 5 percent of the Bid.

The project is being funded through the State Revolving Fund and Bidders must comply with all applicable state and federal requirements identified in the Bid Documents including Davis Bacon and American Iron and Steel (AIS) provisions.

No Bid will be considered unless the Bidder is legally qualified under the provisions of the South Carolina Contractor's Licensing Law.

The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid.

No Bidder may withdraw his Bid within 60 days after the date of the Bid opening.

The Owner reserves the right to reject any or all Bids and to waive any informalities.
